Abstract: Up to now, there are many different understandings of human resources. Here the concept of human resources is mentioned from the perspective of economic development, which is the population within a specified age group capable of participating in labor. This department is expressed in two aspects including quantity and quality of human resources. Accordingly, human resource development of a country is the change in quantity and quality of human resources to meet the socio-economic development requirements of that country.
