The topic of the Conference has important significance, associated with the viewpoint of the 13th Party Congress, identifying human resource development as one of three strategic breakthroughs. At the same time, the Government also issued Resolution 136/NĐ-CP on sustainable development, which emphasizes the view that "people are the center of sustainable development".
